History of the organisation
The American Society for Collective Rights Licensing, Inc. (“ASCRL”), is not-for-profit tax exempt corporation that is located in Washington, D.C. ASCRL was organized under the laws of the District of Columbia, on July 7, 2015. ASCRL’s mission is to collect reprographic fees that originate in foreign countries throughout the world and to distribute them to rights owners for visual work, including illustration, photography, and other artwork.

ASCRL operates under the supervision of a 5 person volunteer Board of Directors and an Advisory Board of industry and association professionals. ASCRL is an Associate RRO Member of the International Federation of Reproduction Rights Organizations (IFRRO).

As a collective rights society, ASCRL’s mission is to establish agreements with sister “collecting societies” in foreign countries, that collect funds for the lawful use, in those countries, of visual art and photographic works so that the funds can be distributed to visual artist and photographer rights holders in the U.S. and for U.S. publications.

The Board of Directors is composed of distinguished creators, businessmen, and lawyers working as volunteers for the betterment of visual arts rights holders. The Board of Directors operates with the advice of an Advisory Board comprised of industry representatives.

The US does not have legislatively established RRO CMO models in the visual art and photography space. ASCRL is established by authors and rights owners in the United States on a voluntary non-compulsory basis, and it aspires to be compliant with EU directives governing RRO CMO operations.

As a not-for-profit association, ASCRL's mission is to reduce administrative costs to the fullest extent possible, and to maximize distributions to ASCRL members.
Remarks about cultural an social deductions
Authors and rights owners may use the ASCRL platform to assign all or part of their remuneration to qualified author and rights owner organizations. This choice is the choice of the individual rights owner members.

ASCRL is monitoring US Copyright Office initiatives in mass digitization, and legislative initiatives for US Small Claims legislation.

ASCRL does not engage in direct licensing, USA CL, or USA ECL. The USA does not
have a secondary rights collection scheme for visual work.
Other new areas of development
ASCRL's claims and distribution systems were completed in late July 2018. ASCRL made it first distribution to visual artists in June of 2019. A second distribution is in process as of this writing on Sept 4, 2019. These initial distributions were in smaller amounts to test our claims and distribution systems. ASCRL plans on more significant distributions in the fall of 2019 and winter of 2020.
